Here's an average Obi draw of only 8 cards:
4/2, 5/1, Jedi Attack, Force Control, 3/3, 1/4, CT 1/2 x2, CT 2/1, CT 3/1. There's nothing real spectactular about that, but it does give the possibility of 22 attack points over 4 attacks.
Here's an average Anakin draw of only 8 cards:
5/1 x2, Padme 3/1, Shot on the Run, 4/2, Anger, Padme 2/3, Padme 1/4. Again, nothing real spectacular here either, but it still gives him 24 attack points over 4 attacks.
Ignoring for now that the distribution of your "average" draws completely defies statistical analysis, let's look at what happens if Obi attacks with his four highest attacks, and the same for Anakin. Then Obi has only 2 cards he can use for defense, meaning that even if Vader has even only 1 hp left, an ATE victory is far from out of reach given the opportunity for four attacks against 2 defend cards. Personally, holding that hand as Obi, there's no way I'd move in against Vader at that point; victory is too much guaranteed if I just wait a bit. But I've already conceded that Vader has no game against Obi (and ignored the move effects on his power combat), so let's move on. In Anakin's case, this time you're assuming that you can move both your characters into attack position in the first two turns (having eight cards), which is frankly impossible on any map with the cards you've described Anakin as holding (if we credit the player controlling Vader with competency). Even assuming it could happen, Anakin is left with only one card he is using for defense (if he's attacking with the 5/1's), again a prime target for ATE. This is another situation where personally the risk isn't worth moving in against Vader. Sure, I'd take my shots with Padme, but Anakin isn't going anywhere near Vader yet.
In Italy for thirty years under the Borgias they had warfare, terror, murder, bloodshed, but they produced Michelangelo, Leonardo da Vinci, and the Renaissance. In Switzerland they had brotherly love, they had five hundred years of democracy and peace. And what did that produce? The cuckoo-clock.
