Interesting ideas here. The only one I would have to disagree with is Luke. There's just no way he has a high ceiling. I could buy mid-high ceiling, maybe. Sure his Justice is a potential A10, but it is rarely ever that when veterans are involved. This means, his ceiling consists primarily of a red deck and two A7's...arguably the same as Jango, who is labeled as low ceiling. I would call Luke middle ceiling, low floor. If he gets his draws right, and his opponent's play to their low floors, he can appear to have a mid-high ceiling and get lucky and win. But, I don't think I could be convinced of Luke having a high ceiling...

It's been so long since I thought about this other analysis system...resourcing power is such a tough nut to place a value on and I never did crack it. But, this floor/ceiling idea helps illustrate which decks have consistency and which don't...and you're right, it's largely dependent on your basic deck.
