I agree, that way it's out of theme.
I came with an idea, reading your last post, maybe you can find it useful: what about a text like this one for the new ANNIHILATOR BLASTER "You may attack any one enemy character with a basic combat card at range as if Grievous has a blaster. This character may defend as normal. Add 2 to the attack value of that card."

In this way you may give to Grievous some little punch without going with direct damage. The +2 may be tuned also to a lighter +1 or to a heavier +3 after playtesting. However in this way the card will always useful, also if Grievous will found himself adjacent to his enemies often as you said (and wich I can confirm).
